The high end hotels have cigars. During the Qing Dynasty cigar smoking was very popular. In Ningbo there is an ancient library you can visit. In the courtyard is a bronze statue of three men playing chess and you can sit at the fourth (empty) seat an "play".
However, the international political situation during the 20th Century led people to believe that cigars were a symbol of racist international capitalism etc and the habit of smoking them died quickly. Most of my friends find them too strong for their taste and quickly change to a cigarette.
I don't smoke 'em here because I'm a confirmed "JRCigar" fan/customer and when I compare the JR prices to Chinese prices, I nearly have a heart attack. I don't mind burning up a couple of dollars, but when the price of the same cigar approaches $20, I rebel.
